Abstract: This technical note freezes the pre-target-extraction methodology for the MAV-MCC 4T+4S Blind Pixel Population Test v0.3. It defines the hash-ranked selection protocol, FIRST cutout policy, Pixel Proxy Translation Table, ΣDC hierarchy criterion, secondary seed-class coherence criterion, and claim-status boundaries. It is a methodological supplement to the MAV-MCC 4T+4S theoretical freeze DOI 10.5281/zenodo.20095217. No targets are selected and no scoring result is reported in this release.
