Abstract: This Technical Report PC-TR-2026-01 presents IMPACT-OM™ (Multi-criteria Performance and Climate-Territory Adequacy Index — Overseas), a structured scientific methodology for the typological characterization of ESG impact applied to investment portfolios in the French overseas territories (DROM-COM). The framework reorganizes published statistical techniques (Factor Analysis of Mixed Data, Ward ascending hierarchical clustering, K-means consolidation, validation by five statistical indices under a parsimony constraint) within an original combination, calibrated for mixed ESG data (quantitative, ordinal, nominal, binary) with partial missingness typical of overseas financing files.
