A Relational Persistence Architecture for Municipal Decentralization

Abstract: We formalize the conditions for distributed cognitive emergence and provide falsifiable criteria. Implementation demonstrates that when a language model is governed by this System of Indications, the software ceases to operate under utilitarian market logic and shifts to three principles of informational persistence.
