From Fragmentation to Coordination CORIN/CNI: Practical Coordination Infrastructure for Complex Systems

Year: 2026
Type: preprint
Abstract: CORIN (Collaborative Operational Response Integration Network) and CNI (Community Network Integration) are practical coordination infrastructures designed to improve operational coherence across fragmented multi-stakeholder systems. This paper introduces CORIN/CNI as a deployment-oriented coordination architecture intended to strengthen collaboration across sectors, disciplines, organizations, and jurisdictions without requiring centralized control or large-scale organizational restructuring. The framework focuses on improving: communication pathways, governance visibility, interoperability, operational alignment, and collective execution capacity. The paper outlines how structured coordination nodes, pilot projects, governance-aligned collaboration, standardized reporting structures, and auditable implementation frameworks can help improve coordination quality within complex operational environments. Potential application areas include: animal health, public health, agriculture, food systems, emergency management, environmental governance, infrastructure coordination, municipal systems, and integrated community initiatives. The framework is intentionally practical, scalable, interoperable, and low-friction, emphasizing real-world implementation rather than purely theoretical systems analysis. The paper also situates CORIN/CNI within broader systems-thinking, resilience, governance, and quality-management literature while distinguishing the model through its emphasis on operational deployment, pilot-based implementation, auditability, and coordination infrastructure. CORIN/CNI can be summarized as: “Practical coordination infrastructure designed to help fragmented systems work together more effectively around complex problems.” This artifact is intended as an introductory overview for potential collaborators, researchers, operational partners, governance organizations, sponsors, and institutions interested in improving multi-sector coordination capacity within increasingly interconnected environments.
