Year: 2026
Type: article
Abstract: This supplementary workbook supports the manuscript "An International Governance and Performance Framework for Red Palm Weevil Management" (Al-Oun, 2026, bioRxiv). It provides the full operational materials underlying the four-component framework described in the manuscript: a six-category national risk classification system (Categories A–F), a nine-indicator KPI scoring tool for national programme evaluation (0–100 composite score), a six-domain biosecurity and institutional readiness assessment (1–5 per domain), and category-specific management and R&D priority roadmaps across short, medium, and long-term horizons. The workbook is developed and developed by Dr. Mohammad Al-Oun, Khalifa Centre for Genetic Engineering and Biotechnology (KCGEB), UAE University, Abu Dhabi, UAE as a practical assessment and decision-support tool for national plant protection organisations (NPPOs), FAO regional programmes, and policymakers managing Red Palm Weevil (Rhynchophorus ferrugineus) at the national and regional level. It includes illustrative operational assessments across eight anonymised programmes spanning four continents, with provisional scores derived from publicly available EPPO, FAO, and IPPC sources pending NPPO validation. Developed by Dr. Mohammad Al-Oun, Khalifa Centre for Genetic Engineering and Biotechnology (KCGEB), UAE University, Abu Dhabi, UAE.
