Abstract: This Memorandum establishes a hierarchy of legal authority from Genesis Grant / Natural Law (Level 1) to jus cogens (Level 2), constitutional instruments, international treaties, national codes, administrative regulations, and commercial instruments (Level 7). It examines the distinction between Covenant and Contract, the right of self-governance under Natural Law, and the limits of implied consent.
