Balancing input and output: Democratic participation in radical urban development projects

Year: 2026
Type: article
Abstract: Urban development projects increasingly involve complex governance arrangements that challenge traditional models of representative democracy. This article examines how different democratic participation arrangements are combined in radical urban development projects, and how these arrangements impact democratic legitimacy. Drawing on theories of representative democracy and interactive governance, I develop a framework distinguishing between four arenas of participation: sovereign decision-making, political implementation, co-initiated decision making, and co-produced implementation. These arenas are structured along two dimensions: representative versus interactive governance, and input versus output-based participation. The framework is applied in a comparative case study of urban development projects in Roskilde (Denmark), Bodø (Norway), and Enschede (the Netherlands), all initiated following critical junctures. The analysis shows that democratic legitimacy in radical urban development projects emerges through context-dependent combinations of participatory arenas. Rather than a simple trade-off, input and output-based participation coexist, and legitimacy depends on how participation is institutionalized and balanced within urban governance.
