Abstract: Part 1 of the Spectral Program. This paper establishes the geometric and functional-analytic foundations of the program: null-metric surfaces, Helmholtz resonators, and the four core conditions (C1–C4). It provides the heuristic and conceptual basis for the rigorous No-Go theorems proven in Parts 3–5.
