Shaping and Making Markets, Not Just TechnologiesHow Innovation Support Organisations Drive Market Innovation
Year: 2026
Type: article
Abstract: Innovation Support Organisations (ISOs) such as incubators, accelerators and catalysts are a critical component of the UK innovation landscape. A recent review mapped the expansion of incubators and accelerators, identifying more than 700 such organisations supporting almost 20,000 firms in 2023.1 Beyond these, a wide range of other ISOs operate across the innovation system, spanning all stages from invention through to adoption. These include large-scale national investments such as Catapult Centres, alongside numerous smaller, regional, and specialist initiatives. The role of ISOs is generally understood as supporting the development of technologies. Less understood is the role of ISOs in fostering the development of markets for the technological innovations they support, even though this is of equal importance. This report addresses this issue, and is based on the project “Market-Making and Innovation Support Organisations” funded by the UKRI Innovation & Research Caucus, and conducted by a team from the University of Salford and Lancaster University.
