W31: Second-Level Autonomous Economic Agency — FAAV Architecture, Governance Design, and Institutional Transition to AGI-Era Banking (Complete Package v1.7)
Year: 2026
Type: conference-abstract
Abstract: Working paper specifying an institutional vehicle under which an autonomous economic agent may hold and exercise a financial mandate: a track-record index gating access to the highest autonomy tier, an auditor qualification regime, capital and macroprudential rules, and a resolution framework, mapped to supervisory instruments in Section 11. DEPOSITED WITH OPEN ITEMS NAMED, AFTER FOURTEEN CORRECTION ROUNDS.Versions 1.8 to 1.35 were produced by a sustained audit of this paper against W34, the two read as one system. Several constructions the paper previously offered as operative have been replaced, removed or requalified. The changes are listed first because a reader of v1.22 or earlier holds a text in which none of them appear, and a reader of v1.7 - the file set under the original record - holds one in which arithmetic errors, an inverted early-warning signal and an unreachable criterion are all still present. WHAT EACH QUANTITY MEASURES (Section 0, new at v1.34). The symbol epsilon appears in four documents of this corpus and denotes a different quantity in each: a supremum over property deviations (RationalAgent, Definition 7), a misclassification probability (W32, W33), and this paper's operational shortfall 1 - min(VR, PL, CC). These are three planes, not three estimates of one thing, and the chain between them runs constitution -> behaviour -> record with one link quantified and one absent. The expression (1 - 2*epsilon) occurs on two of the planes with unrelated derivations - a tolerance-band width in one, a Condorcet margin in the other - so agreement of form is not identity of quantity. Coordination quantities are not on this axis at all: they are carried on the ensemble, have no per-agent value, and a formula joining a per-agent to a per-ensemble quantity states its aggregation rule or is not well formed. That discipline follows from the structural invariants, which floor cognitive divergence and cap absorption between agents: an arrangement in which three agents could be aligned as one unit is one in which they have already converged. PRINCIPAL CHANGES. 1. THE RATIONALITY ERROR MARGIN IS A SUPREMUM, NOT AN AVERAGE. The paper had set epsilon = 1 - ATRI_weighted, one minus a weighted mean, against a source definition that is a supremum over components. A weighted mean never exceeds a maximum, so the aggregate form was a lower bound on the source's quantity and always understated the requirement it fed - by up to 58% at admissible states. An agent with a perfect volume record and near-perfect compliance sitting on its profitability floor had a higher aggregate score than a balanced agent and was twice as far from ideal rationality. 2. THE AGGREGATE ELIGIBILITY GATE IS REMOVED AND THE PER-AXIS FLOORS RAISED. Under the supremum form epsilon is bounded by the worst component, so raising the aggregate does not bound it: a gate at 0.90 leaves the worst attainable epsilon unchanged at 0.250. The floors were raised instead, which bounds epsilon at 0.10 by construction and makes the aggregate gate inert, its minimum attainable value being 0.9125. It is removed rather than carried as a condition that cannot bind, and one unregistered constant leaves with it. 3. THE EST PROXY RESTATES THE GATE RATHER THAN CORROBORATING IT, AND CANNOT BE REPAIRED BY MOVING THE THRESHOLD. Normalising the proxy on any gate g gives the value 1.0 at the gate by construction against a requirement of 1/(2g-1), which within the admissible domain holds only at g = 1.0. The result forbids self-normalisation on the gate and nothing else. 4. THE RESILIENCE CRITERION IS REPLACED, AND THERE ARE TWO GATES, NOT ONE. The suspended coordination resilience index is replaced by the Adversarial Resilience Margin of W34. ARM and the coordination ratio are not redundant: the ratio reports the current state and ARM the equilibrium under observed pressure, and neither implies the other. Both remain hard gates; a red gate governs, a green one never overrides a red, and if both are red both actions apply. 5. THE EARLY-WARNING SIGNAL WAS SIGN-INVERTED. Two diagonal Jacobian entries in W34 were wrong, so the whole error fell on tr(J), on which the Recovery and Resolution regime triggers - and in the direction of apparent safety. Any reading from an implementation predating W34 v1.20 must be recomputed, and a determination resting on one is not evidence that the regime was not required. 6. THE ATTRIBUTION COEFFICIENT SCALES THE MANDATE, NOT ELIGIBILITY. Placed inside a floored component score it had made the highest tier unreachable for any agent whose decisions pass through human review, which is an incentive against oversight in a framework about symbiosis. It was introduced twice, by two different routes, and any rule bounding a component score from above must now be checked against the floors before it is added. 7. THE TERMINATION PROVISION TRIGGERS ENTRY INTO A RESOLUTION PROCEDURE, not automatic termination. Resolution regimes require a determination by the responsible authority; an irreversible action executed on a single uncalibrated index whose dynamical support is asserted rather than proved is not defensible. 8. CORRECTIONS OF FACT. Four arithmetic errors including a supervisory-table cell and both worked examples of the anti-Goodhart rule; a converse inference withdrawn; a claim of independent convergence with W34 withdrawn on both sides; epistemic statuses transferred at every invocation site; a cited identifier that does not exist in its source corrected; a corollary reattributed, both source documents carrying a Corollary 4 that are different results. STATUS OF THE CONSTANTS (Section 3.1b). None is a measured value. Three profitability thresholds are calibratable today from ordinary financial data; the volume anchor is derivable once a supervisory tolerance is fixed, and read that way its stated value corresponds to roughly three material breaches per million decisions; the compliance axis admits component-level evidence only, and its anchor sits 5.29% below the value at which its floor becomes unsatisfiable for every possible agent. The remainder are engineering choices with no provenance regime the corpus admits, and are recorded as such. WHAT REMAINS OPEN. The obligation to show that this vehicle instantiates the source's incentive-compatible alignment definition - the source leaves the proof to companion work and this paper is that companion work; it requires a game form with the track record as an evolving state, which does not exist and can be built. The constitution-to-behaviour mapping, which no document in this corpus states. And the constants that wait for deployed agents. COMPANION FILE. W31_Corrections_and_Review_Record.md carries the correction notes and review-round records separated from the body at v1.29, verbatim and unedited. This document does not say which of its statements were arrived at by correction and which stood from the start; a reader auditing the framework rather than using it should read the two together. Every version identifier here is a historical binding, not a claim of currency.
