Promoting Recovery-Oriented Care in Certified Community Behavioral Health Clinics: The Role of Supervisors
Year: 2026
Type: article
Abstract: he Substance Abuse and Mental Health Services Administration has outlined 10 guiding principles of recovery. However, client-centered, recovery-oriented practice does not always align with, and at times directly conflicts with, behavioral health service mechanisms structured around fee-for-service systems, which are inherently disease oriented (i.e., identifying a specific medical problem and fixing the “broken” part) and fragmented. The certified community behavioral health clinic (CCBHC) model (section 223 of the Protecting Access to Medicare Act of 2014) is a promising approach for addressing these gaps. We issue a call to action, highlighting the critical role of supervision in supporting the CCBHC workforce and aligning implementation with the goal of improving the quality of client-centered care. This viewpoint is grounded in our experience directing a state’s CCBHC Medicaid demonstration implementation across eight pilot sites and leading the associated evaluation initiative in our previous roles.
