RFC-RCEP-1: Route-Complete Evidence Package — Dual-Route Proof of Governance Admissibility

Year: 2026
Type: article
Abstract: RFC-RCEP-1 specifies the Route-Complete Evidence Package (RCEP) — a formal protocol for producing independently verifiable, dual-route proof of AI governance admissibility without any access to the originating governance platform, database, or runtime environment. RFC-RCEP-1 introduces the first formally specified route-completeness evidence protocol for AI decision governance, closing the Route-Completeness Gap: the structural asymmetry between governance systems that record procedural compliance and governance systems that prove structural enforcement. A conforming RCEP contains two governance execution traces — Route A (structural impossibility proof) and Route B (structural admissibility proof) — traversing the same eight-step admissibility chain under opposite authority conditions, producing cryptographic proof, using ML-DSA-65 (Dilithium-3, FIPS 204), that ungoverned execution was structurally impossible while governed execution produced a complete chain of attestation artifacts. Both proofs coexist in a single self-contained package, signed with a per-package cryptographic authority, verifiable offline by any party with the embedded public key. RFC-RCEP-1 extends RFC-ATF-1 through RFC-ATF-12 and is designated ATF-RCEP-Compliant — the highest compliance tier in the OMNIX QUANTUM ATF Open Standard series. Compliance mappings include: EU AI Act (Regulation (EU) 2024/1689), NIST AI Risk Management Framework, ISO/IEC 42001:2023, and the TA-14 Admissibility Framework.
