CDN-356: The Evidence Packet Gate

Abstract: CDN-356 converts the external gate chain into a replayable evidence-packet requirement. A future external result is not admissible as a GCFT gate claim unless it includes source trace, cap vector, score boundary, Jacobian, marginal errors, covariance matrix, and declared replay values for S, sigma_S, z, and the two-sigma decision. The locked result is NO_PACKET_NO_EXTERNAL_CLAIM.
