Abstract: CDN-355 turns the CDN-354 score-level precision ladder into an axis-level contract. A cap-vector claim is incomplete unless sigma_c0, sigma_rho, sigma_T, and the covariance matrix are shown to satisfy J Sigma J^T below the required sigma_S target. The locked result is AXIS_ERRORS_MUST_CLOSE_THE_SCORE_BUDGET.
