Leaving School Without the Higher School Certificate: Completion Rates, Educational Disadvantage and Lifelong Consequences in New South Wales
Year: 2026
Type: article
Abstract: The Higher School Certificate (HSC) remains the principal secondary school qualification in New South Wales and continues to influence access to higher education, vocational training and employment. While most students successfully complete Year 12, a significant minority leave school without obtaining the HSC, often following experiences of educational disadvantage, family instability, illness, disability, caring responsibilities, geographic isolation or involvement with child protection or youth justice systems. This paper examines patterns of school completion and non-completion in New South Wales within the broader Australian context. Drawing upon government statistics and policy literature, it analyses the social and economic consequences associated with leaving school without a formal senior secondary qualification and considers the adequacy of existing post-school pathways. The paper argues that educational attainment should be considered as part of a lifelong learning system rather than a single opportunity available only during adolescence.
