Abstract: This paper defines the exact missing evidence packet required to convert GCFT-0380’s NEEDS_REPLAY result into an admissible replay test. It does not claim a detection or execute a replay. Instead, it specifies the covariance, sigma, row-identity, calibration, basis-transform, replay-executable, and output-receipt requirements needed to test the MRO residual-horizon contract.
