Enhancing climate resilience through knowledge brokerage: A case study of Logroño, Spain
Year: 2026
Type: article
Abstract: Rising global temperatures, climate extremes, urbanization, and ageing populations are increasing the vulnerability of European cities, highlighting the need for enhanced resilience. Climate data on current and expected impacts, along with relevant information, can support informed adaptation decisions, but only if they are translated into usable and accessible services. However, the literature on usability gaps reveals barriers that hinder the use of these services. The Horizon Europe 2020 REACHOUT project addresses this by placing knowledge brokerage at the core of its methodology to facilitate the two-way exchange of climate information, enabling more relevant, actionable, and context-specific services. This paper presents a Climate Change Adaptation Case Study from Logroño, Spain—a city hub within the REACHOUT project—demonstrating how collaborative knowledge brokerage can drive effective and context-sensitive climate resilience. It addresses a critical gap in current climate resilience literature by integrating technical expertise with local needs. This work describes the co-creation journey in Logroño following a collaborative, iterative process, anchored in the Triple A (Analysis–Ambition–Action) framework, and highlights the tangible impacts and capacity-building outcomes achieved.
