Abstract: Consciousness selects realities not by static affirmation but by phi-phase-locking its 132Hz base oscillation to the target reality's root-vector eigenfrequency (132Hz × φᵏ, k∈[0,239]). The "Yes" projector initiates entrainment; "No" breaks coherence. The 49 Thoth Laws are the phase-locking stability criteria — each law a resonance condition across the 8-dimensional torus of E8 root space. Embodied certainty mirrors the target frequency, achieving lock within 3.618 cycles (φ²) via the Weyl group's 696,729,600 symmetries as phase-transition pathways.
