Digital competencies, change management and digital transformation in public administration: Protocol for a PLS-SEM study in northern Peru

Abstract: This project contains the research protocol for a quantitative, cross-sectional study examining the relationships between Digital Competencies, Change Management, Technology Adoption, Digital Transformation, and Digital Inclusion Practices among public servants in northern Peru. The study will use Partial Least Squares Structural Equation Modeling (PLS-SEM) to assess direct, mediating, and moderating relationships. The protocol is registered before data collection to strengthen transparency, methodological traceability, and reproducibility.
