تجربة المؤشر العالمي للفتوى بمصر في حماية وتعزيز الأمن الفكري عبر الفضاء الرقمي (قراءة وتحليل فقهي)

Abstract: الملخص: بينما يتمثّل الجانب التأثيري لوسائل التواصل الاجتماعي على الأمن الفکري: في تصدير الأفكار المضللِّة، وترويج الشائعات والأكاذيب، وتحريف الفهم الصحيح للدين، والتواصل بين العناصر المتطرفة وسلسلة العنف والإرهاب، يضاف إلى ذلك تأثيرها في التعرّف الفوري على مستجدات الساحة السياسية العالمية وانعكاساتها على المجتمع، ومن ثمّ التشکيك بقيمة الرموز الشرعية والحکّام، وأهل الحَلّ والعَقد في المجتمع. تأتي هذه الدراسة لتُلقي الضوء على أثر وسائل التواصل الاجتماعي على الأمن الفکري، في ضوء ما يقدّمه المؤشر العالمي للفتوى، وهو آلية بحثية وتحليلية رائدة أطلقتها دار الإفتاء المصرية، والأمانة العامة لدور وهيئات الإفتاء في العالم؛ لضبط الفتاوى وتصحيح مسارها، ومواجهة الفتاوى المتشددة والمنحرفة، ورصد توجهات الفتوى عالمياً باستخدام تقنيات حديثة، ومن ثم تنشر خلاصات الرصد والتحليل على صفحة (الفيسبوك) والرابط هو: (http://www.globalfatwaindex.org)/ مع عددٍ من الدراسات والإحصائيات المتناولة لظاهرة الفتاوى العشوائية. وتؤكد الدراسة أنّ المؤشر العالمي للفتوى يسعى لتعزيز الفهم الديني السليم عَبر حصْر وإصدار دراسات دورية من قياس حالة الفتوى على المستويين الإقليمي والعالمي، من خلال "أدوات الرصد" التي يتعاطى معها فريق من الباحثين برصد كافة الفتاوى والقضايا، من كافة حقول البحث، موثقة بالمصدر وتاريخ النشر، وردود الأفعال عليها سلباً أو إيجاباً، كما اعتمدت منهجية الدراسة أيضًا على آلية "تحليل المضمون" بنوعَيْه الكمي والموضوعي، للتوصل للنتائج والخُلاصات، بجانب القياس الكمي لرجع الصدى وردود الأفعال. كما اهتمت بعض دراسات المؤشر بقضية "التخفي الإلكتروني" في خطاب التنظيمات الإرهابية واستخدامها للذكاء الاصطناعي، سواء في استقطاب الأتباع أو في التخطيط لتنفيذ العمليات الإرهابية، أو على الأقل تسهيلها بالتدريب عليها. Abstract: While the impact of social media on intellectual security is manifested in the dissemination of misleading ideas, the promotion of rumors and falsehoods, the distortion of the correct understanding of religion, and communication between extremist elements and the chain of violence and terrorism, in addition to its influence in providing immediate access to developments on the global political scene and their repercussions on society, and consequently, the undermining of the value of religious figures, rulers, and those who hold authority in society. This study aims to shed light on the impact of social media on intellectual security, in light of what the Global Fatwa Index offers, a pioneering research and analytical mechanism launched by Dar al-Ifta al-Misriyyah (the Egyptian Fatwa House) and the General Secretariat of Fatwa Institutions and Bodies Worldwide; To regulate and correct the course of fatwas, confront extremist and deviant fatwas, and monitor fatwa trends globally using modern technologies, the Global Fatwa Index publishes its findings and analyses on its Facebook page (http://www.globalfatwaindex.org), along with several studies and statistics addressing the phenomenon of arbitrary fatwas. The study emphasizes that the Global Fatwa Index seeks to promote sound religious understanding by compiling and publishing periodic studies that measure the state of fatwas at both regional and global levels. This is achieved through monitoring tools employed by a team of researchers who track all fatwas and issues across all fields of research, documenting them with their sources, publication dates, and the resulting reactions, both positive and negative. The study methodology also relies on content analysis, both quantitative and thematic, to arrive at conclusions and findings, in addition to quantitatively measuring feedback and reactions. Some studies within the index also focused on the issue of "electronic concealment" in the discourse of terrorist organizations and their use of artificial intelligence, whether in recruiting followers, planning terrorist operations, or at least facilitating them through training
