The Bottleneck has Moved

Abstract: Development capacity is no longer scarce; judgment and accountability are. Organizations still structured around capacity scarcity—backlogs, sprint planning, resource allocation—are optimizing for a constraint that no longer exists. The Bottleneck Has Moved is a discussion paper proposing a thought experiment for organizational design in the age of generative AI and autonomous software agents. It introduces a cross-framework accountability layer (a "plugin") designed to sit on top of existing enterprise frameworks—such as SAFe, Scrum, LeSS, or Kanban—without disrupting higher-level strategic cadences, reporting structures, or desk arrangements. Key Themes & Highlights The One-Human Agentic Team: Reorganizing work around single-human Product Owners backed by multi-agent software casts, ensuring clear, non-delegable single-point accountability. Framework Compatibility: A detailed compatibility matrix mapping how the plugin sits on top of SAFe, Scrum, LeSS, and Kanban. Boundary Conditions & Domain Fit: An explicit analysis of where the model succeeds (edges, digital channels, greenfield) versus where it degrades (highly regulated, tightly-coupled core legacy systems). The Inverted Portfolio Gate: Replacing pre-planned backlogs with a Retrospective Portfolio Showcase, shifting executive decisions from pre-commitment estimates to funding demonstrated, working software (Adoption Decisions). Relocating Product Ownership: Re-anchoring traditional PO capabilities into strategic, load-bearing roles—Portfolio Curator, Demand Router, and Governance Advisor. Open Design Questions: An open examination of operational preconditions, including architectural consistency mechanisms, rubber-stamping risks under 10x volume, developer identity shifts, and maintaining social cohesion.
