A Representation-Complete Reduction of the Riemann Hypothesis to a Native Seam Integer: Bilateral Recognition, Spectral Blindness, and a Finite Birman-Schwinger Obstruction

Year: 2026
Type: preprint
Abstract: A representation-complete reduction paper developing a native completed-Weil seam integer, bilateral target-faithful closure, an explicit source floor S_(0.01,-) >= 0.008 I, and a final outward acceptance theorem for an already established Hermitian Birman-Schwinger obstruction of rank at most five. The actual outward five-by-five value, a controlled cofinal shift sequence, and the Riemann hypothesis remain open; RH is not claimed.
