Realistic Dilemmas and Breakthrough Paths of Cultural-Tourism Integration Driving Rural Revitalization in Huaibei City

Abstract: 文旅融合是驱动乡村振兴的重要路径，但在实践中常面临融合层次较浅、驱动力不足等瓶颈。本文基于马斯洛需求层次理论，构建“基础保障–社会参与–产业赋能”分析框架，以资源枯竭型城市淮北市为实证样本，剖析文旅融合的现实困境。研究发现，淮北市在基础保障层面存在配套设施与公共服务供给不足，在社会参与层面面临文化认同弱化与社区参与不足，在产业赋能层面受制于产品同质化与体验层次偏低。据此，本文提出补齐设施短板完善基础保障、强化文化认同重塑参与机制、推动产业升级突破同质竞争的针对性路径，以期为同类地区文旅融合赋能乡村振兴提供参考。Cultural-tourism integration is an important path driving rural revitalization, but in practice it often faces bottlenecks such as shallow integration and insufficient driving force. Based on Maslow’s hierarchy of needs theory, this paper constructs an analytical framework of “basic guarantee-social participation-industrial empowerment”, taking Huaibei City, a resource-exhausted city, as an empirical sample to analyze the realistic dilemmas of cultural-tourism integration. The study finds that Huaibei City faces insufficient supporting facilities and public services at the basic guarantee level, weakened cultural identity and insufficient community participation at the social participation level, and product homogenization and low-level experience at the industrial empowerment level. Accordingly, this paper proposes targeted paths including supplementing facility shortcomings to improve basic guarantees, strengthening cultural identity to reshape participation mechanisms, and promoting industrial upgrading to break through homogeneous competition, in order to provide references for similar regions.
