Functional Anatomy of Hybrid Threat Architectures. A Generative Analytical Tool for the Constructively Underdetermined Threat Class- Transl.GER/ENG

Abstract: - English Established frameworks for analysing hybrid threats sort actors by origin and identity. Real operations of one particular class are organised by function instead, and the detection gap that follows is not a failure in the individual case but a construction feature of the operation. This paper develops a functional anatomy for that class: eleven functional posts across three layers separated by information asymmetry; an activation mechanism — the condition triad of vector, sluiceand discourse space; and a structural-identity claim, namely that one formal architecture isinstantiated in three substrates, organisational, technical and physical. The class is termed constructively underdetermined: the available evidence is equally compatiblewith the existence and the non-existence of the threat, and no additional observation dissolves thatsymmetry. The paper shows why established risk methodology (FMEA under BSI 200-3 and IEC 60812) breaks structurally at this class — detectability is maximal by construction while occurrence is not determinable, so the product of the two carries no information — and puts threshold analysis in its place: not how probable, but which thresholds would have to be crossed for the architecture to take effect, and whether we currently stand on this side of them or beyond. Chapter 9 turns the analysis into an assessment instrument. It rates objects rather than probabilities: window openness against effect, indexed by attacker profile (information, resources, means), with cascade depth, response budget and reversibility as ranking criteria, a defined traffic light, and a calibration against three documented cases — Nord Stream 2022, the Deutsche Bahn GSM-R incident of 8 October 2022, and Estlink 2 / “Eagle S” of 25 December 2024 — which reports the instrument's own partial failure without profile indexing rather than concealing it. The paper closes with recommendations, research desiderata and five annexes carrying the mappings to the Hybrid CoE conceptual framework and to MITRE ATT&CK, and a methodological self-examination that names the points at which the argument is most likely to break. This record contains the English and the German edition of the same work. Twelve chapters, five annexes, 78 footnotes, 85 bibliographic entries. English - 119 pages, German - 121 pages. Abstract - German Die etablierten Werkzeuge der hybriden Bedrohungsanalyse ordnen Akteure nach Herkunft und Identität.
