Abstract: 🇬🇧 Abstract (English) Title: Topological Crystal-Universe (UCT v6.1.4): CMB Formalism, Observables, and Dissipation at Suture Gates Abstract (English) This work presents the theoretical developments and observational predictions of the Unified Cosmological Theory (UCT v6.1.4) model. We first formulate the modification of the Cosmic Microwave Background (CMB) angular power spectrum $C_\ell$ induced by the phason strain tensor $H_{ij} = K_1 \frac{\partial w_i}{\partial x_j}$. By introducing an anisotropic pressure $\pi_{ij}^{(ph)}$ and altering the effective speed of sound $c_{s,\text{eff}}$ in the primordial photon-baryon-phason fluid at recombination ($z_{\text{rec}} \approx 1100$), the model naturally accounts for low-multipole suppression ($\ell \le 5$) via the compact $S^3/I^*$ topology and a phase shift of the acoustic peaks ($\ell \ge 200$). Secondly, we provide a detailed comparative breakdown of observational predictions between the standard $\Lambda$CDM model and UCT v6.1.4, addressing global topology, the origin of rotation curves, the analytical derivation of the Tully-Fisher relation ($v_{\text{rot}}^4 \propto M$), accelerated expansion via torsional thawing (without a cosmological constant $\Lambda$), divergent gravitational lensing in voids ($\kappa < 0$), and CMB anomalies. Thirdly, we derive the exact hydrodynamic dissipation balance at Suture gates ($\Sigma_k$). During the crossing of the mass boundary $m_{(+)} \to m_{(-)}$, phason field relaxation dissipates an exact energy fraction $\Delta E_{\text{phason}} = \frac{\pi}{2} \eta_H m_0 c^2$ into secondary phason quanta, acting as a topological damping mechanism that ensures thermodynamic stability. Finally, we introduce the Cosmological Phason Background (CPB), demonstrating that it acts as dark radiation ($\Delta N_{\text{eff}} \approx 0.028$) that alleviates the $H_0$ tension while thermostatting cosmic voids at low redshift.
