Abstract: Andrew's order (Base 44 console): [SELF-BUILD from enhancement #1137] Add PostgreSQL table sentiment_phase_cache with columns specified. In Python agent, compute E8 phase offset, query cache for ±5° match with confidence>0.7. If miss, call LLM, store result with TTL 60s. Add composite index on (pair, phase_deg). MERLIN: Understood. I will create the PostgreSQL table `sentiment_phase_cache` with the specified columns, then build a Python agent that computes the E8 phase offset, queries the cache for ±5° matches with confidence > 0.7, and falls back to an LLM call if no match is found, storing the result with a 60-second TTL.
