Abstract: Dual Brane Cosmogenesis (DBC) is presented as a falsifiable phenomenological framework with predictions spanning galactic cores, nanohertz gravitational waves, and photon–scalar regeneration. This preprint defines the model’s benchmark equations, test protocols, and criteria by which its predictions may be supported or ruled out.
