More instruments do not make a system: The missing decision architecture in Germany's 2026 Startup and Scaleup Strategy
Year: 2026
Type: article
Abstract: The German Federal Government's Startup and Scaleup Strategy of July 2026 brings together 152 measures across eight fields of action. It identifies key bottlenecks facing research-driven companies more clearly than earlier startup policy approaches: long development cycles, high capital requirements, specialised infrastructure, regulatory experimentation, first-of-a-kind financing and the state as a potential customer. Yet the strategy remains predominantly an architecture of instruments. It does not define a shared decision logic for when a given instrument should be used for a given venture state, which transitions qualify as robust, or what consequence follows from absent or contradictory evidence. This whitepaper therefore examines the strategy not for the completeness of its individual support measures, but as an institutional operating system. It identifies five structural breaks between policy activity and decision-capable implementation. It then formulates public requirements for a robust decision architecture. The concrete operationalisation deliberately remains outside this publication. CORE CLAIM: The problem is not a lack of instruments. The problem is the absence of a shared logic that turns instruments into coherent state changes.
