Abstract: This record contains the prospective result package of the OTT External Blind Component-Transport Challenge v0.4. Status: INCOMPLETE — source/acquisition gate. No scientific VCX PASS/FAIL verdict was obtained. No H1 scoring occurred. This is neither a PASS nor an H1 scientific FAIL, and it is not external validation. Blocking condition. The required CAE Tracr system could not be instantiated from a fully frozen source closure: the v0.4 source pin list did not freeze a google-deepmind/tracr revision, while the pinned CAE requirements.lock explicitly excludes Tracr and instructs installation from an unpinned GitHub URL (pip install git+https://github.com/google-deepmind/tracr.git, no commit or tag). Choosing a revision after the public freeze would violate the protocol's frozen source policy; the v0.4 failure policy defines inability to acquire/execute a required pinned source as INCOMPLETE.
