Abstract: This paper focuses on a Technical Note on Cyber Risk Supervision and Oversight for the Italy Financial Sector Assessment Program. This paper assesses the cybersecurity and operational risk landscape facing Italy’s financial sector amid rapid digital transformation, the emergence of artificial intelligence-enabled cyber threats, and growing reliance on third-party service providers. Threats are evaluated using intelligence from global, national, and supervisory sources. Over the past three years, approximately 196 on-site cybersecurity examinations of less significant institutions were conducted as part of operational risk inspections. Financial authorities also participate actively in national, European, and international cybersecurity crisis management exercises. Supervisory capabilities have been strengthened through specialized units, internal committees, and advanced training programs. Italy’s regulatory and supervisory framework, anchored by the Digital Operational Resilience Act and complemented by national legislation implementing EU directives, provides a strong foundation for financial-sector resilience. Nevertheless, continued investment in governance, supervisory capacity, information sharing, industry-wide exercises, and advanced cybersecurity testing will be essential to address evolving threats, strengthen operational resilience, and safeguard financial stability and consumer protection.
