Abstract: The purpose of this article is to distinguish the concepts of employee silence and voice, and to theoretically examine employee silence and voice that occur in multiple situations in the workplace. In organizational behavior theories, employee silence（voice）refers to withholding（expressing）change-oriented ideas and suggestions. However, other research fields have different definitions and premise. Therefore, this paper presents the relationship between employee silence and voice. In addition, the study of employee involvement and participation（EIP）is used to discuss the switching between employee silence and voice that occurs in multiple situations, and to provide perspectives for future research.
