Abstract: A theoretical bridge paper connecting dynamic capability formation, evolutionary legal theory, institutional extended phenotypes, evolutionary game dynamics, and the legally structured production of observable cases. It proposes a falsifiable time-indexed architecture while separating theoretical extension from empirical validation. Conceptual preprint. No empirical validation is claimed.
