The Empty Vertical: Toward a Theory of the Technological Folly — Programless Systems, Institutional Display, and the Architecture of Nothing

Year: 2026
Type: article
Abstract: A research paper naming the technological folly as a distinct object of architectural, organizational and technical analysis: a substantial, institutionally maintained computational architecture whose structural identity is independent of a validated operational program, and whose principal realized function is the display, rehearsal or perpetuation of technological capacity itself. Reading Bernard Tschumi's folies at Parc de la Villette as structures of programmatic disjunction rather than decorative objects, it distinguishes the honest architectural folly, which exposes its openness, from the concealed technological folly, which calls vacancy transformation. It introduces eight terms — technological folly, empty vertical, programmatic vacancy, operational closure, display surface, authority gap, metric autopoiesis, and exit architecture — as one diagnostic system, supported by seven cumulative tests, a diagnostic matrix, an eight-part typology covering monument, grid, anticipatory, mirror, reservoir, governance, laboratory and recursive forms, explicit exclusions distinguishing the category from prototypes, failed products, white elephants, vaporware, innovation theater and technical debt, and boundary cases. It locates AI governance as a high-risk site for the type, where the visible apparatus of governance can be assembled without reallocating authority, and closes on exit architecture: the requirement that speculative systems declare their hypothesis, operational coupling, authority, evidence threshold, and termination condition before scale. technological folly; empty vertical; programmatic vacancy; operational closure; display surface; authority gap; metric autopoiesis; exit architecture; enterprise architecture; innovation theater; digital twins; AI governance; institutional theory; Bernard Tschumi
