Abstract: The absolute necessity of cryogenic cooling in contemporary quantum computing arises from rapid decoherence caused by thermal environmental noise. In this paper, we present a mathematical breakthrough that sustains quantum coherence at 300K (room temperature). By treating thermal fluctuations not as random classical noise, but as a well-defined ’Rough Perturbation’ within the Seonggil Rough Operator Algebra (ROA) framework, we construct a Topological Shield operator. This mathematical structure algebraically perfectly cancels the interaction terms between the environmental noise matrix and the quantum state matrix. Consequently, we provide the theoretical foundation for room-temperature quantum computing utilizing precision local defect systems, completely bypassing the need for extreme cooling infrastructure. Furthermore, we provide a complete numerical simulation framework validating the exact cancellation of decoherence under 300K thermal bombardment.
