Abstract: DC‑NO.PE is a second‑order metaphilosophy of education that takes "measurement‑as‑substitution" as its first meta‑axiom, systematically re‑examining and critiquing educational measurement, competence evaluation, and mainstream educational theories at the ontological level. The system comprises eight meta‑axioms, the PE10 triadic closed loop, four meta‑architectures, a nine‑tier station spectrum of education, five educational refutation operators, four ethical red lines, and thirteen S‑class core propositions, all with embedded falsification conditions and a fully locked proof‑chain. The system claims to be a conventional coordinate system, not a claim of ultimate educational truth; once sealed, it is permanently frozen and never retrospectively modified.
