Artificial Intelligence Integrity, Accountability, and Public Access Act of 2026: Congressional Legislative Package
Year: 2026
Type: article
Abstract: This publication presents the full Congressional Legislative Package for the proposed Artificial Intelligence Integrity, Accountability, and Public Access Act of 2026, developed and proposed by Terrance J. Chisolm. The package translates the originating Artificial Intelligence Integrity & Public Access federal policy framework into a comprehensive model legislative proposal for congressional consideration. It includes proposed statutory language and supporting congressional materials addressing artificial intelligence safety, evidence-based AI incident attribution, human and institutional accountability, privacy-protective forensic integrity, independent technical investigation of catastrophic AI incidents, safeguards against fabricated AI-attribution evidence, competition, and meaningful lawful public access to transformative artificial intelligence technologies. The proposal is founded on four central principles: protect people, preserve meaningful lawful public access to artificial intelligence, require verifiable evidence when AI is alleged to have caused serious harm, and hold responsible humans and institutions accountable for how technological power is directed, deployed, compromised, or misused. The proposal does not grant artificial intelligence legal personhood or constitutional rights, does not presume that AI systems act autonomously, does not create unrestricted access to weapons or other dangerous systems, and does not permit AI involvement to shield human or institutional wrongdoing. This Congressional Legislative Package expands upon the originating public policy framework first published by Terrance J. Chisolm on September 11, 2026. Original Author & Proposer: Terrance J.
