Supply-side opioid policy in Australia and the United States
Year: 2026
Type: dissertation
Abstract: Opioids are a class of drugs that produce powerful therapeutic effects but carry serious risks of addiction and harm. This thesis examines how the supply of opioids shapes use, harm, and treatment outcomes across Australia and the United States. The findings demonstrate that GP prescribing behaviour is influenced by the environment in which they practise; that regulating one opioid product in isolation can induce substitution to other opioids, including illicit opioids; and that treatment discontinuities experienced by people in opioid dependence treatment can have lasting impacts on their health. Taken together, these results carry important implications for opioid policy design.
