A public service platform for multi-stakeholder collaborative carbon emission management of buildings across the whole life cycle: a Design Science Research
Year: 2026
Type: article
Abstract: Whole-life building carbon management requires carbon records, management decisions, and stakeholder responsibilities to remain connected across lifecycle stages. Existing digital tools have advanced carbon accounting and tracking but are often stage-specific and insufficiently integrated with the institutional arrangements needed for sustained stakeholder participation. This study investigates how a public-service platform can operationalise collaborative whole-life building carbon management. Following Design Science Research, the study combines literature review, policy and industry analysis, and three stages of expert engagement to derive design objectives and iteratively develop and evaluate a conceptual artefact. The resulting six-dimensional implementation framework integrates information-system support, carbon-emission management, data reconciliation, stakeholder responsibility, platform governance, and platform incentives. Iteratively refined and evaluated through formative and summative expert interviews, the platform contributes prescriptive design knowledge by providing a transferable conceptual reference for organising whole-life building carbon management as a socio-technical arrangement and a basis for prototype development and context-specific implementation.
