Reply to Gagnon et al.: Short-run estimates vs. long-run conjectures

Abstract: Gagnon et al. (1) provide a useful reminder of the distinction between “short-run” and “long-run” estimates and their applicability for policy analysis. In our recent article (2), we estimate marginal CO2 emissions of changes in electricity load in the United States for each year 2010–2019. Our primary contribution is to show that while average emissions declined substantially, marginal emissions have increased. To illustrate applicability of our estimates, we then use them to forecast how the Biden administration’s electric vehicle (EV) sales target might change emissions in 2030.
