Special Education and Education Financing: Evolution of Enrollments and Implications for the Offer of Specialized Educational Services

Year: 2026
Type: article
Abstract: This study analyzes the evolution of enrollments of students who are the target population of Special Education in the Municipal Education System of Vila Velha, Espírito Santo, Brazil, between 2020 and 2025, and their impacts on education financing in the municipality. The research is characterized as qualitative and documentary in nature, using official data from the Anísio Teixeira National Institute for Educational Studies and Research (INEP), the Information System on Public Education Budgets (SIOPE), the National Fund for the Development of Education (FNDE), and the Municipal Department of Education of Vila Velha. The results show a 6.2% increase in total enrollments in the municipal education system, while enrollments of students who are the target population of Special Education increased by 130.5%, rising from 2,344 in 2020 to 5,405 in 2025. During the same period, the municipality significantly expanded the number of teachers and support assistants, as well as the number of Multifunctional Resource Rooms intended for Specialized Educational Services (AEE). The analysis also demonstrates that the growth in enrollments generates new demands for municipalities, particularly regarding the hiring and training of professionals, provision of AEE, maintenance of resource rooms, accessibility resources, and development of inclusive pedagogical practices. It also highlights the need for the recognition and regulation of collaborative work among Special Education teachers, considering its implications for education financing. Finally, the study concludes that the expansion of enrollments must be accompanied by long-term planning and financial resources compatible with the increasing complexity of educational services, in order to ensure not only access, but also the retention and learning of students who are the target population of Special Education.
