This study aimed to investigate the effectiveness of an instructional program based on Higher-Order Thinking Skills (HOTS) in developing mathematical proficiency among eleventh-grade students enrolled in the Advanced Mathematics course in the Sultanate of Oman. To achieve the objectives of the study, the researcher employed a quasi-experimental design involving experimental and control groups with pre- and post-test measurements. The study sample consisted of 65 eleventh-grade male students, of whom 33 were assigned to the experimental group and 32 to the control group. The study instruments included a Mathematical Proficiency Test to measure the cognitive components of mathematical proficiency, namely conceptual understanding, procedural fluency, strategic competence, and adaptive reasoning, in addition to a Productive Disposition Scale to assess the affective component of mathematical proficiency. An instructional program based on Higher-Order Thinking Skills was developed and implemented while teaching the units on Functions and Sequences and Series in the Advanced Mathematics curriculum. The findings, based on the Analysis of Covariance (ANCOVA), revealed statistically significant differences at the significance level of α ≤ 0.05 between the adjusted post-test mean scores of the experimental and control groups on the Mathematical Proficiency Test in favor of the experimental group. The results also showed statistically significant differences in the components of mathematical proficiency, namely conceptual understanding, strategic competence, and adaptive reasoning, whereas no statistically significant difference was found in procedural fluency. Furthermore, no statistically significant difference was found between the two groups in productive disposition toward mathematics. Based on these findings, the study recommends integrating instructional programs based on Higher-Order Thinking Skills into mathematics teaching and incorporating them into teacher preparation programs and curriculum development due to their role in enhancing students' mathematical proficiency.
