This study examines the right to be forgotten in the digital environment as a contemporary legal mechanism aimed at countering the algorithmic tracking of personal data in light of the rapid advancement of artificial intelligence and modern digital technologies. It seeks to define the concept of the right to be forgotten and its legal foundations, analyze the nature of algorithmic tracking and its operational mechanisms, and explore the arising legal implications in the context of privacy protection and individual rights in the digital environment. The study further investigates the effectiveness of existing legislative frameworks governing this right, as well as the legal and technical safeguards necessary to enable data deletion, digital de-indexing, and the limitation of the continued processing of personal data within digital ecosystems. The research adopts descriptive, analytical, and comparative methodologies. It concludes that algorithmic tracking has contributed to the entrenchment of a persistent algorithmic memory through the continuous collection, analysis, and reuse of personal data, thereby increasing privacy-related risks in digital environments. The study also finds that the right to be forgotten constitutes an effective legal tool for limiting the ongoing circulation of personal data and for enhancing individuals’ control over their digital information. However, its effectiveness is challenged by growing technical and legal complexities, particularly given the capacity of artificial intelligence systems to reproduce or infer data from multiple sources. The study ultimately recommends the development of regulatory frameworks governing algorithms and personal data, alongside strengthening technical safeguards, in order to achieve more effective digital privacy protection while maintaining a balance between the right to be forgotten, freedom of expression, and the right of access to information.
