Abstract: The QuoUSKWe project is a newly launched European and South Korean collaborative initiative aimed at addressing key barriers to the widespread adoption of quantum computing. Its primary objective is to develop a unified, extensible, and interoperable software toolchain that simplifies quantum programming, enhances optimization capabilities, and reduces fragmentation across the quantum software development lifecycle. The project brings together multiple source languages, ranging from quantum-specific DSLs such as Qrisp to classical programming languages, within a modular compiler infrastructure based on Multi-Level Intermediate Representation (MLIR). This enables a more intuitive, reusable, and extensible approach to quantum software engineering. The toolchain supports the seamless integration of classical and quantum compilation workflows, allowing analyses, transformations, and optimizations to be applied across the entire application stack rather than within isolated stages. Our effort aims to promote interoperability with existing high-performance computing and software engineering ecosystems, encouraging complementarity with the former. The resulting framework is planned to be validated through representative use cases, including post-quantum cryptanalysis, physical system simulation, and next-generation wireless networks. Together, these efforts contribute to a more accessible and productive quantum computing landscape and accelerate the transition from experimental algorithms to practical quantum solutions.
