Abstract: There is growing recognition in the water and sanitation sector that service providers, whether utilities, local governments, or other public bodies, must be better governed, and made more technically and financially efficient.Despite the challenges they face in terms of a lack of money, skills and data, it's becoming clear that there are foundational benefits when these vital service providers improve their governance arrangements. This paper explores some of the key challenges water service providers face and how improvements in governance result in more autonomy and less political interference, which in turn lead to greater efficiency, a clearer focus on customers, better services, and the real possibility of reaching everyone.
