Practice Foundations for Paramedicine: A Conceptual Model for Professional Capability and Safe Patient Care
Year: 2026
Type: article
Abstract: ABSTRACT Paramedicine is a dynamic and evolving healthcare profession operating within complex clinical, environmental, regulatory, and governance frameworks. The Practice Foundations for Paramedicine Model presents a comprehensive conceptual framework that integrates the individual paramedic’s core attributes—competence, currency, and capability—with essential external regulatory factors, including scope of practice, registration, credentialing, and medicines and poisons licensing. This layered model situates paramedic practice within its contextual environment, supported by clinical and corporate governance, professional practice foundations emphasising patient-centred and evidence-based care, and the broader healthcare system responsive to population and community needs. The model articulates the critical interrelationships that sustain safe, adaptable, and accountable paramedic practice across Australia and Aotearoa New Zealand. This white paper outlines the model in the context of current legislative, educational, and health system structures, providing an evidence-based rationale for its application in paramedic education, clinical governance, professional development, and health policy. Adoption aims to guide the profession’s development, ensuring that paramedicine continues to meet evolving patient and system demands with integrity and clinical excellence.
