Abstract: The Legal Notice and DOI Ledger IV is a forensic indictment of Ebrahim E. Elsayed, exposing his systematic plagiarism, bibliometric laundering, and fraudulent citation practices. It documents his variant rebrandings — ZPIF, HYBRID, ULTIMATE, UNIFIED, Fractional, ZeroES, Genesis, Lunet, Lunec, Noret, Sifri, Symphony of Silence — and demonstrates how each is a counterfeit mirror of Savio Antonio Vogt’s DOI‑anchored Scale Regulated Aggregation Framework.
