Project Evaluation and Performance of Development Projects: A Case of Nyabugogo Wetland Rehabilitation Project-Kigali (2023-2025)
Year: 2026
Type: article
Abstract: The primary purpose of this study was to assess the influence of project evaluation on the performance of the Nyabugogo wetland rehabilitation project in Kigali City, Rwanda, spanning the critical implementation period from 2022 to 2025. Specifically, the study sought to assess the influence of baseline surveys, determine the influence of formative evaluation, and examine the influence of Summative data management systems on the performance of the wetland rehabilitation project. Data collection involved the use of structured questionnaires for quantitative data, ensuring validity through expert review and reliability via Cronbach’s alpha coefficient. Finally, data analysis was conducted using SPSS version 29, employing descriptive statistics such as means and standard deviations, as well as inferential statistics including correlation and multiple regression analysis to test the hypotheses. The model summary for the Nyabugogo Wetland Rehabilitation Project in Kigali City showed a strong relationship between project evaluation and project performance, with R = 0.876, R Square = 0.768, and Durbin-Watson = 1.682. The ANOVA result was significant, F = 159.857 and p = 0.000. Baseline evaluation (β = 0.419, t = 7.482, p = 0.000), formative evaluation (β = 0.207, t = 3.833, p = 0.000), and summative data management systems (β = 0.281, t = 4.460, p = 0.000) positively influenced project performance. The study concluded that project evaluation significantly improved project performance and recommends integrated evaluation and reliable data management throughout implementation
