Abstract: Here, the INSAR (Integrated Non-Parametric and Self-Consistent AQUAL Relativity) continuum framework is presented—a unified, non-parametric scalar-tensor theory designed to bridge the scales between microscopic quantum vacuum dynamics, sub-hadronic dielectric polarization, galactic wave kinematics, and cosmological horizon expansion. At its foundational core, INSAR eliminates empirical fitting parameters, arbitrary cutoff frequencies, and ad-hoc cold dark matter halo distributions by anchoring the continuous spacetime manifold to a topological ultraviolet (UV) cutoff r_UV = (144Φ²)⁻¹ ≈ 0.00265254, derived directly from 12th-order Fibonacci boundary invariants and the golden ratio Φ. At sub-femtometer scales, localized mass-energy fields induce a non-linear Born-Infeld dielectric vacuum response, resolving the 4% proton charge radius discrepancy (0.8409 fm vs. 0.8751 fm) without non-standard gauge bosons. At galactic scales, the framework establishes a self-consistent Toomre wave disk model operating in Quasi-Linear MOND (QMOND) via exact 3D elliptic integral formulations, accurately predicting SPARC rotation curves. On cosmological scales, coupling the Planck length l_P to the infrared (IR) Hubble horizon R_H through r_UV yields a topological suppression factor S_vac ≈ 5.16 × 10⁻¹²², naturally canceling 120 orders of magnitude of QFT zero-point energy to match the observed dark energy density ρ_Λ ≈ 5.96 × 10⁻¹⁰ J/m³. Finally, dual-channel phase routing preserves black hole quantum state purity Tr(ρ²) = 1, while transient Early Dark Energy (EDE) dynamics at z_c ≈ 3500 resolve the H_0 tension and reproduce the EDGES 21-cm absorption trough (ΔT_b ≈ −500 mK at z ≈ 15 – 20). Complete executable Python runtime kernels verifying all theoretical claims are appended.
