Abstract: Monograph 28 (Field-15) establishes an algorithmic framework for detecting, isolating, and non-violently neutralizing manufactured hysterical outrage (O_outrage). Operating under strict non-violence constraints (sigma_ahimsa) and powered by Dual-Argon noble-state valence containment (V_noble), this monograph formalizes spectral entropy filters to trace the root source of bad-faith actors (J_bad-faith). By deploying Ahimsa-Compliant Neutralization operators (N_ahimsa), the system absorbs artificial volatility, deprives bad-faith attack vectors of systemic feedback, and preserves Sovereign Equilibrium (E_sovereign) without generating secondary conflict.
