Year: 2026
Type: article
Abstract: Tourism villages are one rural development initiative․ Governance issues affecting tourism villages include low levels of community involvement and government effectiveness and accountability․ This study examines the roles of formal and informal governance initiatives in promoting adaptive governance in the Edelweiss Wonokitri Tourism Village in Pasuruan Regency‚ Indonesia․ Data collection methods included semistructured interviews with 6 key informants: Edelweiss Wonokitri Tourism Village officials‚ members of the Hulun Hyang Farmers Group‚ BUMDes officials‚ other community members‚ and officials from the Pasuruan Regency Tourism Office․ Data collection methods also included field observation and document review․ Findings suggest partially institutionalized adaptive governance in Edelweiss Wonokitri Tourism Village․ Moderate cooperation exists among key village tourism stakeholders‚ though other community members have little role in decision making. Other adaptive practices help village tourism stakeholders meet community needs quickly. These practices depend heavily on the personal knowledge and informal cooperation of village tourism stakeholders․ Some formal accountability mechanisms are in place‚ but public accountability is weak․ Formal and informal governance initiatives both support and compete with each other․ Findings add to the literature on adaptive governance by highlighting the importance of public accountability and other factors in building adaptive capacity alongside formal and informal governance initiatives․
